Does anyone have any idea as to WHY Wisconsin honors Virginia's Non-Resident License, but will NOT honor the Virginia RESIDENT license?
This does not make any sense to me.
Maybe someone here can explain their reasoning.

I have not been able to find any clarification on why the non-resident permit is OK and the resident permit is not accepted.
Follow up information; it appears that Virginia resident licensing standard is less stringent than non-resident. A non-resident has a higher level requirement for background check, which meets WI standard for acceptance. see "Why not Reciprocity?" section in the following link West Virginia Concealed Carry

According to a few sources other than usacarry.com (for example handgunlaw.us), WI only accepts the VA non-resident permit. I've heard this is because VA only runs the full federal background check for non-residents. Residents only go through the VA background check. I do not know if this is true, just passing along what I've heard.
Have checked sources other than uscarry maps, VA Pete is correct, only the non resident is accepted in Wi.
Perhaps because the Non Resident Permits are issued by the VA State Police? I think Non Resident are issued by an authority other then the State Police. :(

I too wondered why WI honors only nonresident VA permits. I suspected that because VA does not honor WI permits, WI chose not to honor VA but decided not to "punish" nonresidents who held a VA permit. However, the more-stringent check on nonresidents makes sense.

I was not aware that Virginia does not run the full FBI background checks on their own residents, but they do for non-residents. Although I don't agree with WI's policy, now it makes sense why they only honor the VA non-resident permits.
