The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

While the 2nd amendment serves to keep and bare arms, the 10th should not be infringed upon by the Federal Gov't to enact laws pertaining to the process of baring arms in one's respective State. ONLY the State has the ultimate right to issue Licenses for CC. You can't get a Federal License, without being a FED LEO, to CC in any State. So a president is set, by the 10th Amendment, that the FED's have no right to enforce or enact there by complying with the Constitution. Whilst I would love to see a "One License covers all States" enacted, a Constitutional Convention would have to be called and ratified by 2/3 rd's of the States to change the Law.

I will say that I do believe that a requirement (I'm gonna get a lot of ca ca over this statement)by the States to issue to a citizen of that State should have a background check prior to issue is a good thing and really, I don't care to debate this point. Just my opinion. BUT the Fed's need to back away from mandating any Law that is not under their guise per the Constitution. HENCE WHY WE'RE IN THE SITUATION WE'RE INTO TODAY. Way to much over reach by the Gov't intruding into our Lives.

As for Ayn Rand, no I have not tried to interact with their discussion groups but I will try. AS for being a NEO, golly Wally, anytime one becomes more educated in Life I would think this is a trait that Rand would have supported. NOT some snooty nosed power hungry so-called person in a position of a made up authoritarian figure. Screw her and move on to further your education. I'm sure there are a lot of other sites one could pursue.

OK-H.R.822 passed the House today Vote Record: GovTrack: House Vote On Passage: H.R. 822: National Right-to-Carry Reciprocity Act of 2011

Whilst I agree it sounds good in theory. I would caution the Federal Gov't dictating anything to the States. Please see below excerpt. Also on link I supplied, check out AYE (BLUE) verses NAY (RED). Look familiar?

H.R. 822 would address concerns regarding law enforcement’s ability to confirm the validity of an out-of-state concealed carry permit by requiring that a person show both a valid government-issued identification document, such as a license or passport, and a valid concealed carry license or permit. States are currently able to verify the validity of out-of-state concealed permits. The Nlets [En-Lets] system, formerly the National Law Enforcement Teletype System, permits federal, state, and local law enforcement to query handgun permit information for 12 states that have elected to participate in the program. Law enforcement can also use Nlets to send inquiries regarding concealed carry permits directly to out-of-state agencies that issue permits but do not participate in the Nlets concealed carry program

    Thanks Mom!

There will be "unintended consequences" if HR 822 would pass the Senate and signed into Law. Next thing they'll do is establish a base line for CWP's for ALL States to comply with. Then the Federal Gov't will need to have access to all licenses to ensure compliance. People really need to think this one through.

    Trap

I feel that this is a trap. The whole thing has too much "good idea” too it. Just enough to make people, like us, go for it. There are too many aspects that conflict with core conservative beliefs. I am never a fan of making states people do anything they dont want. I sense that this will just open the door to forcing laws we dont want down our throats. Like stores, states that don't want my gun dont get my money either.
