When I took the certification course the first year the license was available, no one was allowed to holster a weapon. Everything was laid out on a bench and muzzles kept downrange. Myself and the guy I was with were the only really experienced shooters out of 20 or so attendees. We were assigned the middle of the line of two shooters per station. The 5 instrutors had some serious control problems with so many shooters and we kept a close eye on the stations on either side of us for mistakes. At that time the main emphasis was on legalities and the simple safety rules, nothing on presenting the piece or tactics. I saw some pretty sorry shooting during the range time and some dangerous gun handling but no accidents.
