    It's hard to belive that with various LEO agencies involved, this kind of thing happens.

    That is good money to create new gang violence in a city. I really do not understand why the government would pay this amount of money to fight a dormant organization. The only answer I can come up with is it is the government.

    The only person available to protect you 24 hours a day is you.

    Just like goverment, if they can't fix it, Just throw money at it, maybe it will go away.............
