    Depends on what the meaning of the word "is" is.

    Also the words Constitution, right, commerce, clause, firearm, transfer, and stupidfuckingmorons.

    I must confess that I dont see the gambit in this one but have no doubt somebody does.
    If you haven't noticed, this administration has advanced everything in their agenda (change) by leaps & bounds already. This has all been done without allowing anyone to get used to anything. They're so far ahead in their moves that the game is won before it starts. It's obvious that they don't care what the people want, they only care about what they want. Not politics as usual anymore. Get used to it.

    I wouldn't characterize the changes being made as "leaps & bounds". What they have been doing is small gains but ignoring the will of the people. If this were happening in any other part of the world our lib media would be decrying this administration as tyrannical.

    Ironically the colonist were enduring much less than we are when they sparked the war for independence. Just shows how weak & pathetic we as a people have become.

    Being a student of history there is one thing I dont think most people realize. The American Revolution was fought with less that 25% of the population being actively involved. The other 75% were bystanders that did not take a side & watched it transpire.
    I wonder if today 25% of Americans are willing to stand up for their rights?

    In a recent ruling regarding the “transfer” of firearms, the Bureau of Alcohol, Tobacco and Firearms (BATFE) has reversed policies that have been in place for more than 40 years.

    In the ruling, BATFE declared that a temporary shipment of a firearm by a federal firearms licensee to a non-employee for business reasons (such as a manufacturer's shipment to a gun writer or engineering consultant for a technical evaluation), will now be considered a “transfer” and require completion of a Form 4473 and background check.

    This reverses a ruling issued in 1969, right after the passage of the Gun Control Act, although BATFE provided no explanation of the need for the change. According to the National Shooting Sports Foundation, BATFE hasn’t been able to name a single case in which a gun temporarily shipped under the old rule has been used in crime.

    The short-term impact may be limited, because many major manufacturers already require firearms sent to non-employees to go through the transfer process. But manufacturers who didn’t follow that practice will now have to ship guns to licensed dealers to complete these “transfers.”

    Furthermore, the ruling only applies to temporary shipments by federal firearms licensees to carry out those licensees' business operations. Given that limitation, the new ruling won't affect private individuals who ship guns to themselves when traveling to shoot or hunt, or who ship firearms to a manufacturer or gunsmith for repair or customization.

    However, this new ruling may have broader implications for future issues. For example, some have suggested that although the ruling doesn’t relate directly to rental of guns for use on commercial shooting ranges, its reasoning might require rentals to be treated as “transfers” subject to recordkeeping and background check requirements.

    Please rest assured that NRA-ILA is seeking clarification of the scope of this new ruling. If necessary, we will consider appropriate action to reverse any adverse impact on law-abiding gun owners.

    Vote in some "hope and change" of our own in November! This is one area that, even a lot of my gun owning friends, fall short on. This mid-term election is so very important not only for the gun issue, but the economy and national security as well. Hell, all the above too. Mr. Obama and company needs to be shown, by the American voter, that "yes we can" make you stop blowing us multitudes off with your and your buddies arrogance. GET OUT AND VOTE PRO GUN IN NOVEMBER!

    While the Federal Minions of the Socialist in Chief & Company are a big concern; we must not overlook the fact that most if not all started out in state, local and other municipality's as City/County Councilmen/Women, Assemblymen/Women, State Senators, Judges, County Sheriff's etc...

    Research every stinking selection you intend to make before you go to the booth...

    If you cannot find something on somebody write/call/fax them and request a quote on their positions on Constitutional issues such as the Unabridged Second Amendment and repealing existing unconstitutional laws such as the so-called FOPA of 1986, 1934 NFA, 1968 GCA, Brady Bills Ad nauseam... AND POST IT ON THE INTERNET IF THEY WON'T...

    Too many folks, only pay attention to the high profile positions, and just randomly select judges, state senators/assemblymen/city/county council members, COUNTY SHERIFFS etc...

    This Tuesday 12 States will hold primary elections for whom will be on the ballot in November...
