I don't think the citizens thought much about outlining the plan at Lexington and Concord. They did what needed to be done, and nobody has the right to tell citizens when they can be armed. The only reason congress hasn't been dragged onto the capitols lawn and hanged is because those who are willing and able to do it are smart enough to realize that it's exactly what the real powers that be WANT to happen so the shadow government can fall into place. And THAT would be much worse than the self aggrandizing lawless thieves we have running the show now.

And what country can preserve its liberties, if its rulers are not
warned from time to time, that this people preserve the spirit of
resistance? Let them take arms. The remedy is to set them right as
to the facts, pardon and pacify them. What signify a few lives lost
in a century or two? The tree of liberty must be refreshed from
time to time, with the blood of patriots and tyrants.
It is its natural manure.
