Of course the thesis here would be invalidated by not overlooking the facts surrounding the problems in the top echelons of the officer corps. Every single one of those officers was involved in egregious misconduct of one kind or another: Failure to investigate or prosecute sexual harassment, nuclear surety failures, gambling, even passing classified information about Navy ship movements to dirty contractors for big financial rewards and perks to name a few.

But what good conspiracy theory is worth a damn with actual facts?
