"I can tell you when someone in Government is lying. If, in response to a question, they say, "I don't recall", they are most likely lying. That is what you are taught to do if you choose to not correctly answer a question. And it is almost impossible to refute your claim. The way to get around this answer is to ask questions that do not allow for that response. It can be done but it is not done in most interrogations for a reason. That reason is that they want the person to be able to skate the charges. That is the way it is done , believe it or not."
