    Are you ready for the House Bill titled 'HR 45, Blair Holt Licensing and Record Act of 2009'. It will make it illegal to own a firearm unless it is registered with the database in Washington D.C. As a gun owner you will have to be finger printed, you will be required to provide your DL#, SS#, you must maintain a valid address at all times, submit to mental and physical health records being put on file, you will also be required to file any address changes and any ownership changes even if a private sale. Each update will cost $25 and if you fail to comply you will lose your right to own firearms. This bill and its language mirror almost completely one defeated last year in the House of Representatives. Will we the citizenry be as lucky this time with a super majority Democrat Congress?

    (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act;

    (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address chan ge within 60 days; or
    (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly
    disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.



    Prescribes criminal penalties for violations of firearms provisions covered by this Act.

    Directs the Attorney General to:

    (1) establish and maintain a firearm injury information clearinghouse;

    (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and

    (3) collect and maintain current production and sales figures of each licensed manufacturer.

    Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

    Big Brother's New Target: Tracking Firearms

    U.S. Representative Bobby Rush (D-Ill.) recently sponsored H.R. 45, also known as "Blair Holt's Firearm Licensing and Record of Sale Act." The bill is, at its core and as its name implies, a licensing and registration scheme.

    The measure calls for all handgun owners to submit to the federal government an application that shall include, among many other things: a photo; an address; a thumbprint; a completed, written firearm safety test; private mental health records; and a fee. And those are only some of the requirements to be licensed!

    The bill would further require the attorney general to establish a database of every handgun sale, transfer, and owner's address in America. Moreover, the bill would make it illegal to own or possess a "qualifying firearm" -- defined as "any handgun; or any semiautomatic firearm that can accept any detachable ammunition feeding device…" [emphasis added] without one of the proposed licenses.

    Additionally, the bill would make it illegal to transfer ownership of a "qualifying firearm" to anyone who is not a licensed gun dealer or collector (with very few exceptions), and would require "qualifying firearm" owners to report all transfers to the attorney general's database. It would also be illegal for a licensed gun owner to fail to record a gun loss or theft within 72 hours, or fail to report a change of address within 60 days. Further, if a minor obtains a firearm and injures someone with it, the owner of the firearm may face a multiple-year jail sentence.

    H.R. 45 is essentially a reintroduction of H.R. 2666, which Rush introduced in 2007. H.R. 2666 contained much of the same language as H.R. 45, and was co-sponsored by several well-known anti-gun legislators--including Barack Obama's chief of staff, Rahm Emanuel. H.R. 45 currently has no co-sponsors.

    Dear Concerned Citizen,
    The liberals are at it again. In a new bill introduced the first day of the present session of Congress, and with zero coverage from the MSM, H.R. 45 (Blair Holt's Firearm Licensing and Record of Sale Act of 2009) targets all gun owners in the U.S.A. While the media the world and everyone else is focused on the "phony plan" to spend tax dollars legislation is sneeking through the House and Senate for more gun control.

    This nefarious bill seeks to strip us all of our Constitutional Rights to possess and bear firearms of any distinction. It requires, within the first two years, that all new guns be registered. The bill goes retroactive after two years. Meaning that two years after the passage of the bill, ALL FIREARMS in a citizen's possession must be registered, not just those purchased after the bill passes, and this apparently applies to antique firearms as well.

    Every five years the firearm owner must go through a complete renewal process for each weapon owned. Failure to comply carries stiff penalties including confiscation of the firearms and jail time (penalties as high as ten years imprisonment in some cases). The bill also authorizes government searches without warrant, the creation of a federal bureaucracy to monitor firearm possession, etc.

    I find it interesting,in a sad way,that they always attach the name of a victim to the name of their gun(population) control legslation.It's reprehesible,in my opinion,to exploit the tragic death of an inocent person to further one's own ill-concieved plans.But if that's the only thing these mooktards understand,let's do it,too.We aren't actually exploiting anyway,as we would be promoting truth and liberty.The 'good' senators and representatives should name a pro-rights piece of gun legislation after the victims of Virginia Tech,or the Luby's massacre.

    I already have a migraine. What is wrong with the lib brain? From memory the stat is something like 45 people a day in the US are shot and 4 out of 5 are gang related. Why would I care about some kid getting shot on a bus in a Chicago ghetto? If Chicago has a problem with gun control then that state/city should do something about it instead of passing law that impacts all 50 states. Again, what is wrong with their brain?

    Unfortunately the political winds have changed. Nobama says he supports the 2nd Ammendment but I have my doubts. He probably said that to git some votes. If passed the new program is going to be a bureaucratic boondoggle. All we need is for the terrorists and crooks to know we have been disarmed. Maybe I can use foul language against them.

    *It is registered.
    *You are fingerprinted.
    *You supply a current Driver's License.
    *You supply your Social Security #.
    *You will submit to a physical & mental evaluation at any
    time of their choosing.
    *Each update - change or ownership through private or
    public sale must be reported and costs $25 - Failure to
    do so you automatically lose the right to own a firearm
    and are subject up to a year in jail.
    *There is a child provision clause on page 16 section 305
    stating a child-access provision. Gun must be locked
    and inaccessible to any child under 18.
    They would have the right to come and inspect that you are storing your gun safely away from accessibility to children and fine is punishable for up to 5 yrs. in prison.

    Yeah, that's it, thanks for the summary. You forgot the written exam. They don't want my mental evaluation. I can't believe this bill is being pushed through Congress. What's the rationale? How could a majority of congressmen and senators pass something like this? I'm sooo pissed off about this bill. Where is the NRA on this? You'd think they would be out there going off like a frickin siren. They don't have the clout anymore. Sooo f'd up.
