It seems that open carry is legal in the state of Rhode Island only to those that have a Rhode Island Pistol Permit issued by the Attorney General. Pistol Permits issued by local authorities do not allow you to open carry.
You may not open carry in a vehicle without an Rhode Island Pistol Permit.
The restricted places listed for carrying concealed apply to open carries as well.
