California Assembly Passes Open Carry Ban

The California Assembly approved a bill Monday to prohibit openly carrying unloaded handguns in public after a debate that pitted gun rights proponents against chiefs of police.

The bill, AB144, would make it a misdemeanor to carry an exposed and unloaded gun in a public place, street or vehicle except in some unincorporated areas. It was approved 45-29 largely along party lines and moves to the Senate.

    last time i checked, WI and IL are the only two states who deny a CCW, california allows them.

    California is a “May Issue” state, and they choose to “May not” issue. Even with friends that are retired military, law enforcement, etc. who have jumped through all their hoops, went through their training classes, passed certification exams, paid high sums of money, and went to get their CCW, they got denied on the last step, which is getting the local sheriff or police chief to sign off on it. They do not want anyone to carry and will not sign off on it unless there is a good reason for them to do so. Apparently, you’re personal protection is not a valid reason.
    CCW is not denied, as they due allow them, they are just very selective on who they will allow have them. Being a law abiding citizen with a concern for your safety isn’t a good enough of a reason for them to issue you one.

      ya, may or may not means there’s at least a chance. It goes county by county. I had no problem getting mine. Took 1 month for the papework and the background check

      yep, may issue and I got mine issued to me. along with about 30 other people i know in my county. some allow, some dont. some require a very very good reason, some dont care what the reason is, it aint gonna happen.

    The rationalization I have always heard as justification for “may issue” CCW laws is that the police “know” who is not fit to carry a gun, even though they may have a clean record.  So they need the ability to exercise discretion in issuing or denying permits.
    That view was exposed as pure BS.  The crime convention in Appalacia, NY included about a deozen hoodlums with NY CCW permits.  Giving police officials the bureaucratic power to arbitrarily allow or forbid the issuance of a CCW is an invitation to both petty despotism and corruption.

    After all, an unloaded handgun is nothing more than a very short, poorly balanced, club.

    This is why I left that Phaggie Rathole more than 40 years ago.
    When will WE THE PEOPLE of California wake up and take their state back?
